TheoryOne of the largest and most prestigious projects in NG Bailey’s history – a flagship PFI contract on Merseyside – has hit the ground running. The company has been brought on board to deliver two challenging state-of-the-art hospitals for the St Helens and Knowsley Hospitals NHS Trust. One, to be developed on the existing St Helens Hospital site, will be a 25,000 sq. m. diagnostic and treatment centre, and the second – a complete rebuild of Whiston Hospital – will be a 963-bed acute centre. At six storeys high and covering 75,000 sq. m., Whiston will be one of the largest hospitals in the UK.
NG Bailey was chosen to work with Taylor Woodrow Construction – a strategic partner for the past four years – because of its broad range of capabilities and depth of experience, particularly in the design and development of off-site manufactured products.
The £430m scheme brings together three NG Bailey business divisions with Taylor Woodrow Construction and Innisfree in a strategic alliance (the NewHospitals Consortium) to redevelop both St Helens and Whiston Hospitals. From a collaborative perspective alone, Bailey, Bailey Teswaine and Bailey Off-Site have set a new standard in best practice. They have been fully integrated into the project design team and have applied modern methods of construction to each stage of the build programme, applying significant integrated design effort well before order acceptance, demonstrating a willingness to operate a more flexible approach to the relationship in order to ultimately impact the design.
Careful planning of the various development phases has been a key component in the success of the project to date, and established the foundations for the design and build, M&E, ICT and off-site work, valued in excess of £120m.
It was estimated that on-site instructions – due to late delivery of design work, incorrect design data or poor design co-ordination – could account for two per cent of the total project cost, so the consortium partners collaborated throughout the initial design phases to reduce the potential for site instructions.
This close working by the consortium partners from the outset has enabled NG Bailey to better plan and deliver both the M&E and off-site elements of the project.
Bailey is providing a full range of specialist M&E services, including specialist medical gas systems, nurse call systems, CCTV and baby tagging. The 120,000 sq m of accommodation includes a total of 7,500 rooms, 500 individual patient rooms,18 theatre suites, a specialist burns & plastics unit and women’s and children’s facilities.
The project incorporates a substantial amount of off-site manufacture, incorporating £2.5m-worth of prefabricated M&E service modules brought in by Bailey Off-Site, who will manufacture 1,500 heavy duty corridor modules and 1500 lighter duty modules for the wards and room. The corridor modules will consist of electrical containment, all pipework services and ductwork for ventilation. This equates to 9km of services within the corridor manufactured off-site. This has significantly reduced on-site labour, waste and programme risk.
Completing the project, Bailey Teswaine will provide the ICT infrastructure, including copper cabling and fibre-optic cabling throughout the two hospitals.

The new St Helens and Whiston hospitals – described by Health Secretary Patricia Hewitt as “flagship hospitals for the NHS” – are due for completion in September 2008 and May 2010 respectively, with the operations building expected in June 2011.
The scope and scale of the work demonstrates NG Bailey’s ability to bring an integrated approach to what is a large, complex PFI project, and to work collaboratively with client partners to deliver innovative solutions.
